Simply put no! There are actually some really legit sites out there but, they tend to get unneeded flak from people that have joined cash gifting programs in the past that were scams. I think the whole "benefit of the doubt" adage needs to come in to play when joining or doing new things online. Just because you may have gotten messed over 5 years ago with one program doesn't mean that if you join the same type of program now that you will also get messed over. Sometimes we need to take calculated risks in order to receive something positive in the end. I'm not telling you to go out and gamble all your life savings away. What are some tell-tale signs that a gifting program is a scam? Well for one, if they make promises that sound to good to be true, it probably is too good to be true! Secondly, you should make sure that they have ample contact information online and that you can also get in touch with them. This is one of my main pet peeves. If I join a site and they want me to pay a certain fee but they won't answer contact forms or emails, how do I really know they even exist? Or that when I do send my money will they do what they say they will do? I don't. Thirdly, and most importantly (to me) go online and look for reviews about the company. Sometimes reviews can even be a little iffy. For example, "Joe" joins program ABC, but Joe isn't a very legit guy. He likes to break rules and make his own rules. He believes that he is above everyone else and can just do whatever he wants with this program. Well program ABC doesn't agree so they delete and ban Joe. So, what's Joe do? He goes and makes himself look like the good guy, and makes program ABC look like they are the scammers. In this instance, you need to:

A) Follow your gut

B) Read different reviews about Program ABC on several different sites

If you allow yourself to take the time to read different sites reviews you might see that Joe is the only one making nasty claims about this cash gifting program (or any other program for that matter), then you will know something is up! Another facet you should be looking for before joining a cash gifting program is how long they have been "online." Or if you want you can even do a search online if you know the owner's name. See what comes up. Have they had bad practices in the past when it comes to business online? You would be surprised what you will come up with! Take a gander the next time you join a site! Obviously it's not good to be overly paranoid, but there's a different between paranoid and precautions.
